scheduelled to be held early next year in Riyadh, Kingdom of Saudi Arabia under
the patronage of the Custodian of the Two Holy Mosques King Abdullah bin
Abdulaziz Al Saud, and it will address the theme of "knowledge-based industries
and new technologies."
In his speech at the ceremony, HE Eng / Mohammed Ahmed bin Abdul Aziz Al Shehhi,
Undersecretary of the Ministry of Economy of the UAE and president of GOIC’s
Council at its current session, said the 13th Industrialists Conference will
display promising investment opportunities in the field of knowledge-based
industries. It will further stress the role that can be played by biotechnology
and nanotechnology in the development of the final manufacturing petrochemical
industries (advanced plastics), water desalination, electricity generation,
pharmaceutical industries, and advanced materials in the member states.
He pointed to the importance of conferences of industrialists and their role in
the development of industry in the member states, in the formulation of
industrial plans, particularly with regard to industrial development strategy,
and in the quest for the convention of compromising meetings between local
investors and international technology suppliers.
HE Eng / Shehhi said that the new website of GOIC is distinguished by its new
design, updated and accurate information, and the spirit of openness aiming at
all target audiences. The site offers and promotes the good image of industrial
work, and provides an easily up-to-date message supported by photo, sound and
video. It offers e-business services, communicates with end-users and provides
online shopping activities.
HE Dr. / Tawfig Al-Rabiah, Undersecretary for Industry, Saudi Arabia and member
of GOIC's Council, said in his speech at the ceremony, that the 13th
Industrialists Conference will be held in Riyadh, Saudi Arabia. It will be
organized and prepared by GOIC, with the coordination and cooperation of the
Ministry of Commerce and Industry in Saudi Arabia, the Organization of
Industrial Estates and Technology Zones (Modon), the Council of Saudi Chambers,
the Chamber of Commerce and Industry in Riyadh, the Secretariat of the GCC, and
the Federation of the Chambers of the GCC countries.
Dr. / Rabiah noted the great importance attached by the Government of the
Custodian of the Two Holy Mosques to develop the infrastructure for the
knowledge-based economy. In Saudi Arabia, many universities exist today. King
Abdullah University of Science and Technology is the most recently established
university. It tackles research and graduate studies, and it is equipped with
the latest tools to support research in the fields of advanced materials,
nanometric manufacturing, biotechnology, electronics, photonics and
electromechanical-micrometric systems, and electromechanical-nanometric systems.
The government allocates more than 25% of its budget to education, and spends
about $ 13.2 billion on primary education and scientific research.
In his speech, HE Mr. / Abdul Aziz Bin Hamad Al-Aqil, the Secretary-General of
the Gulf Organization for Industrial Consulting (GOIC), said that the Conference
comes at a time when many developed countries have made wide strides towards the
development of knowledge-based industries, taking advantage of innovations
arising from science and technology to dominate the global market of the
knowledge-based economy, and have achieved enormous material gains. It also
comes at a time when our nations are more willing to deal with these industries,
where the culture of e-government and Internet services has spread. Many
knowledge-based institutions, oases and cities have been established, together
with technology parks, development of information technology infrastructure, and
increased allocations for research purposes and for development of the education
system, and other encouraging incentives.
HE /Al-Aqeel pointed that the knowledge-based industries and new technologies
have become one of the options of industrial strategy for the development of the
industrial sector, and the transition to knowledge-based economy. The economic
and technical benefits of these industries can achieve the aspirations and
visions of the future in order to diversify and develop industrial production,
increase national income, and enhance competitive and knowledge capabilities of
the economies of our member states.
He considered the 13th Industrialists Conference as an appropriate opportunity
to review the strategies for knowledge-based industries and new technologies,
the challenges they face, and the criteria for measuring success. He pointed to
the positive role played by GOIC in supporting and encouraging member states to
move towards knowledge-based industries and new technologies, where it prepared
in 2008 a detailed study to develop a map for the establishment of
knowledge-based industry in the GCC countries. The map was reviewed by a
workshop which emphasized the importance of speeding up policies that promote
knowledge-based industries, and the use of nanotechnology and bioengineering in
the development of existing industries or manufacturing of highly sophisticated
products.
HE Al-Aqeel stressed GOIC's pioneering role in providing data, information and
communication with end-users. A new and updated design of its web site in both
Arabic and English languages will represent a new start in this field, reflect
the real activity of GOIC, and meet the demands of browsing. This will
ultimately work towards deepening and highlighting the industrial way of
thinking, the definition of industrial and manufacturing outputs, the delivery
and display of the information message, improvement of competitiveness, access
of information for all interested parties, and utilization of multimedia. He
called on journalists to enter the site (www.goic.org.qa), and review its
contents.
It is worth mentioning that this celebration was on the sidelines of the
eighty-third regular session of GOIC’s Council, which was held immediately after
the ceremony, in the presence of Their Excellencies the President and members of
the GOIC’s Council and HE Mr. / Abdul Aziz Bin Hamad Al-Aqil, Secretary General
of GOIC.
The agenda of the Council included adoption of the recommendations of the first
meeting of the Executive Committee for 2011, follow up of the resolutions of the
Council at its earlier regular session that addressed GOIC’s strategy, map of
the Gulf industries, and the program of cooperation with UNIDO.
The Board reviewed the external auditor's report on the budget for the fiscal
year ended in 2010, and the appointment of an external auditor and an internal
auditor for 2011.
On this occasion, HE Mr. / Abdul Aziz Bin Hamad Al-Aqil, Secretary General of
GOIC, expressed on behalf of the attendees, his highest appreciation and
gratitude to His Highness Sheikh Hamad bin Khalifa Al Thani, the Emir of Qatar,
on the patronage and support GOIC has found from the State of Qatar, and the
contributions of all concerned entities of the State. He praised the support of
His Highness the Heir Apparent, HE the Prime Minister and Minister of Foreign
Affairs, HE Deputy Prime Minister and Chairman of the Amiri Diwan. He also paid
tribute to the interesting and fruitful cooperation GOIC has found from the
Ministry of Energy and Industry, headed by HE the Minister of Energy and
Industry and its competent organs.
It is worth noted that GOIC comprises the membership of the United Arab
Emirates, Bahrain, Saudi Arabia, Oman, Qatar, Kuwait, and Yemen, and works for
the achievement of industrial cooperation and coordination among its member
countries. GOIC has made significant contributions in providing data,
information and specialized research, consulting and technical services to the
public and private sectors, definition of new industries, strengthening of the
integration and coordination of industrial cooperation between member states,
and the formation of industrial policy in the region, particularly with regard
to the industrial strategy.
