Mr. Abdulaziz H. Al-Ageel is the Secretary General
of the Gulf Organization for Industrial Consulting
(GOIC). He assumed this current post in August 2010.
The Gulf Organization for Industrial Consulting
(GOIC) was founded in 1976 by the member states of
the Gulf Cooperation Council (GCC) as a
knowledge-hub and industrial investment promotion
catalyst, for the purpose of industrial
diversification and development within the GCC
countries.
Mr. Al- Ageel started his professional career path
with the Saudi Basic Industries Company (SABIC) for
25 years of distinguished experience and track
records of value-added accomplishments in Marketing,
Communication and Administration Services
management, where he held various managerial
positions at the Co.’s headquarters in Riyadh and
its offices in the United States and Turkey.
Mr. Al Ageel has participated in several national
and international workshops, seminars and
conferences.
He also edited the ‘SABIC Story’, an authoritative
book outlining the company’s accomplishments over
the past 25 years, as well as specialized articles
for gulf newspapers and magazines.
Mr. Al-Ageel obtained an MBA from Houston
University, Houston, Texas. USA

H.E. Mr. Ahmed Hassan Dhaif
Assistant Secretary General For Industrial

Bahraini national, with nearly 20 years in various
international organizations, that include 15 years
in Danish and European firms, with experiences in
industrial development. Mr. Dhaif has developed a
strong background in planning and strategic
management. As the Assistant Secretary General for
Industrial Information and Studies Sector at GOIC,
which started in 2004, he is responsible for
Industrial Studies & information in GOIC and
development of industrial strategic plans & projects
for GCC member states. He managed and delivered
these initiatives for the private sector and created
strategic alliances with various global and regional
industry leaders:§
Initiating KBI (Knowledge Based Industry) roadmap
for the GCCs & National KBI road map for each
country in cooperation with SRI (Stanford Research
Institute).

Conceptualization and consultation for
pharmaceutical industrial city project with
ministry of industry in Oman. The project is to
develop a pharmaceutical industrial area, and to
identify pharmaceutical core industry, identify
technological partners, and potential investor
institution.

Initiation of Gulf Pharmaceutical Industries
Association.

Implementing Business intelligence (BI) for the
industrial sector in the GCCs.

Establishing joint venture company, “Project
Development Company”, between (GOIC) and Gulf
-
1 Investment Bank. Where GOIC develop projects
and the bank structure and manage the fund.

Developing projects for private sector -
investors, e.g. of projects that has been
developed is

Insulin production, Intravenous Solution
project.

He has MBA from DePaul University, Chicago 2004.
BSc. In computer Science engineering from
Engineering College of Copenhagen 1997. Basic
Medicine 1982 from Al Mansoora University.

Dr. Laila Dyab Ishrair
Strategic Planning Consultant
Member Of The Committee |
Strategic Planning Consultant at GOIC since
September 2009. Currently involved in developing
industrial strategies for several GCC countries and
also the project manager for GOIC strategy. Prior to
joining GOIC, she worked at the General Secretariat
of Development Planning as Social and Health
Planning Consultant (2002-September 2009).
Participated in numerous projects such as the Labor
Market Strategy in the State of Qatar, Social Policy
of the State of Qatar and Knowledge-based Economy.
Member of the team which wrote Qatar National Vision
2030 and GOIC's representative in the Economic
Diversification Working Group of Qatar National
Vision 2030. Held the position of Lecturer at Qatar
University (1999-2006). Consultant to UNDP in Abu
Dhabi in the field of strategies and strategic
planning. Dr. Laila has been awarded PhD by Leeds
University U.K. (theoretical part) and Alexandria
University, Egypt (field study part) in Quality
Development in Organization and Strategic Planning. |

Dr. Ali Al-Abdulrazzaq
Director, Industrial Studies And Policies Department

Kuwaiti national currently seconded from the World
Bank to GOIC. Appointed since October 2010 as the
Director of Industrial Studies and Policies
Department at GOIC. More than 24 years of
professional experience that includes 16 years with
various development financing institutions (Kuwait
Fund, OPEC Fund, IMF, and WB), and some 8 years in
different governmental agencies. Professional
interests include macroeconomics, fiscal, industrial
and trade policies, and private sector development.
Has a Ph.D. Economics, Cardiff Business School,
University of Wales, 1994, M.Phil Development
Economics, University of Glasgow, Glasgow, Scotland,
1988, and M.Sc. Mineral Economics, University of
Arizona, Tucson, Arizona 1981.

Dr. Atif ElGozali

Dr. Atif Elgozali,
received his B. Sc. in Chemical Engineering from
University of Khartoum, Sudan, M. Sc. & PhD in
Chemical Engineering from Institute of Chemical
Technology in Prague, Czech Republic. He is
currently one of the international reviewers for
Journal of Polymer Engineering & Science, USA; and
Peer Reviewer for Qatar National Research Fund
Program, Qatar Foundation; Member of Society of
Plastics Engineers (SPE) in USA as well as Member of
the Sudanese Engineering Society in Khartoum, and
Sudanese Engineering Council in Khartoum, Sudan. He
founded and then headed Department of Plastics
Engineering in Sudan for six years. Worked as Senior
Research & Development Engineer at Kaucuk Synthetic
Rubber Factory (now SYNTHOS Kralupy a.s.), in
Kralupy nad Vltavou, Czech Republic for five years.
Wrote a number of scientific papers, which published
in international refereed journals such as Chemical
Engineering Science. In addition, Dr. Elgozali
contributed with some scientific papers in
International Conferences as well as working papers
regarding plastics wastes in Sudan. Currently in
GOIC he is responsible of identifying and
recommending the potential industrial investment
opportunities in the GCC region. Recently Dr.
Elgozali represented GOIC in launching UNIDO’s
BAT/BEP Forum for the GCC countries. Shortly, Dr.
Elgozali is pioneer in areas like Chemical and
Petrochemicals Industries, Polymer Processing,
Biotechnology, Diffusional Processes, Polarography,
and Energy Savings in Chemical and Petrochemicals
Industries.
